How paypal discriminate on donation funds and discriminate on poor people or nationalism

In order to accept any money from our donors, we tried to open the account at paypal, but not succeed.  It is our first time to contact paypal and our first time to beg money from donors for humanitarian purpose.

Get Verified - For security reasons, new accounts may have Sending and Withdrawal Limits until they become Verified. When you become Verified by adding a credit card and completing Expanded Use Enrolment, your Sending and Withdrawal Limits will be removed. Learn more
Security - Don't forget to update the business information in your Profile. The information you provide helps PayPal ensure the safety and security of the payment network and helps us comply with International Anti-Money-Laundering regulations.
Withdrawals - All non-US members may withdraw funds to a US bank account. Members in the following countries may withdraw funds to a local bank account: Australia, Canada, Denmark, Finland, France, Germany, Hong Kong, Ireland, Japan, Mexico, New Zealand, the Netherlands, Norway, Singapore, Spain, Sweden and the United Kingdom. Refunds - You can refund a payment to your customer within the first sixty days of the transaction. The refund link can be found on the Transaction Details page. Just click on the Details link of the transaction in the History tab.


Managing Your Account
Log In - Always make sure the URL of the page you are logging in to begins with https.
Funding Options - Add new funding options, such as debit or credit cards, to your PayPal account in the Profile page of your PayPal account.
Withdrawals - Withdraw funds from your PayPal account to a U.S. bank account, a local bank account, or a card depending on your country or region.
Account Information - Add or update account information, such as your password, email address, postal address, or credit cards from your Profile.
Transaction History - To view past transactions, go to the History subtab. You can view the details of a transaction by clicking on its Details link.
Changing Preferences - PayPal gives you choices in the types of payments and notifications you receive. You can modify your preferences from the Payment Receiving Preferences page of your Profile.

3.  When you read my blogspot, you will see the poor lives of HIV infected people and if you join to my yahoogroup, you can read many messages uploading there which are mentioned about the wicked of the child prostitution in Asia.  In these two websites, you can find out our activities to against the child prostitution and for HIV victims.  My target location to use the donation money is in Myanmar and in Thailand where the free supply for HIV medication is much less than the number of people who are desperately need HIV medication.  We do this by ourselves.  We are not belongs to any government organization or any NGO organization. 

4.  I never use paypal service in my life so far.  So, I don't know how it will help me.  We think paypal will help us to deposit money into the bank account (the bank account which I provided) if anyone donate us and we just have a dim hope to get any amount of donation money from kind people around the globe to save the lives of HIV patients.  Once we get the sufficient amount of money (we cannot do anything if we get only Baht. 10 or Baht. 50), we will make blogpost to show our donators what activities we are doing with their donation money.  We will show with photos as well.
My donation fund is to accept money from any donator for any amount of money that will help to poor people only.  We don't use this money for any online purchase purpose.

As you have mentioned it in your message, paypal website  keeps our informations to prevent fraud and you said that paypal site will not use our information for any purpose, nor sold or shared with third paties, except as necessary to prevent fraud and assist law enforcement, or as required by law. 

First of all, you can see the wikileak website which could open the top secrets of USA Government and the whole World to the public, may I ask what you are or what the paypal website security is compared to the security status of the USA Government level?  I strongly believe the paypal website cannot be comparable to the level of USA government security.  Once our information will be used by thired parties or being sold, what kind of responsibles that paypal site will take?  I am sure the paypal site may not even say "sorry" to us. 

 Second of all, paypal website keeps all our data or information to prevent fraud, but force us to trust to the paypal wbsite that paypal is very reliable to keep all our information.  How do we trust in you or in paypal website since we never do any business transaction with paypal for life long period?  Why you want us to trust you in any manner?  Since you cannot trust us or have a doubt that we are doing any kind of fraud, why we have to trust the paypal too?  Is paypal a God that everyone has to trust?  Is paypal as highly as or as popular as American Express or Citibank?  We cannot trust the paypal website to keep our informations too. What the paypal website is to be trusted by everyone who lives on earth?  We don't truest paypal website AT ALL so that we cannot allow our informations which is kept by paypal website without our permission.  You must see the security concern at our side too.  You must not see the security concern only from your side. 

Third of all, the law enforcement of the particular government must apply to it's own citizens only.  We are not living in Singapore or we are not the citizen of Singapore and our bank is not in Singapore too.  What is that law enforcement of Singapore concern to us since we do not have anything to do with the people of Singapore or the Government of Singapore.  Only the law enforcement of our own country's government will apply on us.  The law enforcement of Singapore will not apply to everyone who lives in Asia or all our Asian countries are not colonized by Singapore.  Please mind your words.  You have no right to be acted as upper-hands.

I sincerely beg or ask for help from people.  What is that concern with any Asian government law and regulations?  No begger organization is registered in Thailand, Myanmar, Laos, etc.  I don't know in Singapore.  Hope you kindly consider this matter from the humanitarian ground.  After all, we all are human beings. 

If you only accept business firms, I do have a business to make paypal account.   You mean to say that all business organizations must registered at the government and no one can trade or sell his product on the net without the registration at the government or without having a company office? 

One e-mail from paypal shows red light to set me in limited account, but the other e-mail from paypal shows green light by asking me to confirm the bank account with the two small deposits from paypal.  I already done, but I cannot receive or send money using paypal.  I don't understand what the paypal doing with me at all.  I cannot delete my bank account or anything too.  So, I cannot go forward and I cannot go backward too.  Is that the regulations of the any government in Asia to do like that?  I don't know what kind of fooling technique that paypal exercising me.

HIV in Burma

The Burmese government will develop its HIV/AIDS programme to allow all patients in need of treatment to be able to access medication by 2015, according to a pledge announced last week.
It would seem a bold statement in a country known for its woeful healthcare system, and where the government allocates less than two percent of its annual budget to health.
Burma’s health minister, Dr Pe Thet Khin, announced the launch of the new five-year National Strategic Plan for AIDS in June, telling a workshop in Rangoon that the ministry was “committed to [supporting] the efforts of all partners and work in multi-sector partnership to reach programme targets by 2015”.
But according to Dr Sun Gang, the Burma country coordinator for UNAIDS, the signs are promising: he told DVB that anti-retroviral (ARV) treatment would increase year on year, with 30,200 patients given access by the end of this year, and the total 76,000 in need of treatment by 2015.
Others, however, are less optimistic: Thiha Kyaing, spokesperson of the Myanmar Positive Group, part of the network of the People Living with HIV (PLHIV) in Burma, said that reality may not meet the rhetoric. “Now they are [theoretically] saying there will be medication for 70,000 HIV victims according to the plan, but to be honest, our country doesn’t have the budget to do this.”
A month-long course of ARV treatment in Burma can cost up to 30,000 kyat ($US40). According to the UN, 236,000 people are infected with HIV in Burma, with prevalence among sex workers around 11.2 percent, and 34.6 percent among injecting drug users.
Years of neglect by the government, who in 2007 spent just 0.9 percent of its annual budget on healthcare, has meant that overseas donors facilitate most of the country’s HIV treatment.
Despite a slowing of rates of infection, the situation remains worrying, with Burma’s HIV prevalence third highest in the region after Papua New Guinea and Thailand.

Heroin and HIV/AIDS epidemic in Burma By the Irrawaddy Magazine

A new report, titled “Out Of Control 2”, issued by the Southeast Asian Information Network [SAIN] shows the involvement of Burmese regime officials in narcotics trafficking and the correlation of increased drug trade and rising HIV/AIDS rates in Burma and beyond its borders.
The report states that the last several years have produced a mounting body of evidence indicating high-level involvement of some junta members in the illicit narcotics industry. Routes and methods of transportation and export of Burmese narcotics are described in this report.
“Under this regime Burma is not only becoming a narco-state but its people and those of its neighbors are facing two devastating epidemics: injecting drug use and HIV/AIDS,” said Dr. Chris Beyrer.
New evidence from China and India suggests that Burmese heroin exports to those countries now pose similar health risks to their peoples, and the evidence suggests high- level Burmese government involvement with the export of these narcotics.
New information details how heroin #4 from Burma is crossing through China’s western borders into Kazakhstan and onto Hungary and Poland.  The report explains how the explosive use of heroin #4 and HIV infection are linked to the dual epidemic in Burma and its neighboring countries.
The Indian and Chinese drug and HIV/AIDS epidemics support evidence that Burma, in addition to being a heroin exporter, is also an exporter of the HIV infection.
There has been a considerable rise in the amount of heroin crossing the border since the signing of the Indo-Burma trade treaty in 1995.
In November, the Unicef director for East Asia and the Pacific told Reuters news agency in Bangkok that Burma and Cambodia could face an  “Africa-like” Aids epidemic unless they  took firm action against the deadly virus. Curiously, shortly after the Unicef’s warning, the Tatmadaw [Armed Forces] issued private instruction concerning HIV/AIDS to battalions and troops throughout Burma.
According to reliable source, between January to October this year approximately 1,000 soldiers were infected with Aids virus, while over 5,000 were found to be HIV positive.
“Many soldiers who have been stationed on the border with Thailand are infected with HIV virus,” added a source.
Many soldiers who deserted their battalions and now work in Thai border towns also told this reporter that “our friends [soldiers] died without even knowing the disease.”
A soldier who is in his 20s said there is little information and education provided by officers about the disease “that killed one of my friends in our regiment.”
It is a well-known fact that Burmese soldiers including army officers visit brothels along the Thai-Burma border. Without a doubt, the sex workers are not Thais, but Burmese women who desperately need income so that they can send money back to their starving families in Burma.
Not only on the border, but also in central and inland Burma, soldiers bring prostitutes to their quarters where they “share” them.
Former soldier Soe Myint [not his real name] now in Thailand said 10 to 15 soldiers would spend a night with a girl [sex worker]. When asked, “Condom?” He replied, “Never heard of it.”
In remote villages, stories are appalling. Soldiers rape village girls and women. The question is what if these soldiers are infected with HIV or venereal disease.
“Now a stern order has come from the Rangoon war office that soldiers who cross the border, visit brothels, and bring prostitutes to their camps will be punished,” according to a reliable source.
It added that more serious HIV/AIDS education will be offered to soldiers.
According  to the SAIN report, one study of HIV infection risks among men in the Burmese military has been performed.  It discovered that risk behaviors were common and  that these behaviors included sex with other men (7.4 per cent), extramarital sex (13 per cent), sex with commercial sex workers (37.3 per cent), and inconsistent or absent condom use (96.6). While AIDS education is offered to soldiers, condom promotion and distribution is not a significant part of this program.
There has yet to be any research conducted on homosexual and bisexual intercourse.
As early as the 1980s, young recruits in the army admitted to having sex with their officers or friends. Officers find young and charming soldier to accompany them. At night, young soldiers are often asked to do an extra job.
A World Health Organization report in 1996 showed that 475,000 people were infected with HIV in Burma.  The majority were infected  through intravenous drug use. Burma’s first HIV case was found in 1988.

 Myanmar's HIV Positive Sex Workers Shun Stigma With Self-Help Programmes
When Thida Win contracted HIV after selling her body on the Yangon streets, it was her fellow sex workers that she turned to, not Myanmar's crumbling health service.

The Top project, run almost entirely by those in the sex trade, gave her treatment, a place to be herself away from the dual stigma of HIV and prostitution -- and eventually a job.


"I am now a health worker for my community and I can forget I am positive. I am so proud to work for the programmes, I will work for them for my whole life," the 33-year-old told AFP.

Top and similar projects are a vital resource in army-dominated Myanmar, where a chronically underfunded health service, large itinerant populations and poor education fuel one of Asia's worst HIV epidemics.

"When I was diagnosed I was pregnant and they told me how to find a safe way for the baby. So the child is negative and I am so happy," Thida Win said.

Nearly one in five of Myanmar's estimated 60,000 sex workers were infected with HIV in 2008.

A United Nations report from August last year said legal constraints and discrimination made it hard to reach those in the trade, which is illegal. Surveys suggested police even used condoms as evidence for arrest.

Top founder and director Habib Rahman said providing a place free from taboos and letting people share their problems with contemporaries was a key aim for the project.

HIV increasing among Burmese migrant workers, survey claims

Min Taw Lawe, IMNA : According to the Pattanarak Foundation, a Thai non-governmental organization, a recently conducted HIV survey in Thailand’s Kanchanaburi province has revealed that 3% of the 300 Burmese migrant workers tested were HIV-positive.
Testing for the survey took place from July 20th to July 26th, amongst 300 Burmese workers in the VITA FOOD Factory in Tahmaka District, Kanchanburi province. Medical professionals that conducted the exam informed IMNA that the survey’s results indicate that HIV is on the rise in Thailand’s Burmese migrant worker population.
“People are lacking in knowledge of HIV prevention education…None of them use condoms when they have sex. That’s why it is easy to spread HIV virus among the migrant workers,” a medic explained.
Sources speculated to IMNA that many Burmese migrant workers are afraid to get tested for HIV, due to cultural prejudices against sex/HIV education. Naw Htoo from Thailand’s Phamit2 program, claimed that survey takers had to rely on the VITA FOOD factory manager to force unwilling workers to participate in the survey; Burmese migrant workers frequently have tenuous legal status and must heed the dictates of their employers.
“We had to negotiate with the factory authorities to test people in the factory, otherwise no one would come and get tested. Only when the authorities said that they would fire the ones who would not come, did people come to get tested,” Naw Htoo explained.
The VITA FOOD factory work force is comprised of 15,000 people, but only 8,100 are Burmese workers with legal Thai work permits. Of these legal workers, 300 Burmese migrant workers were selected for testing. According to medic Saw Abow, five women and four men were confirmed to be HIV-positive; an additional 10 people’s test results were unconfirmed, are still considered at risk for HIV.
He added that the Pattanarak Foundation plans to report the survey’s results to  the Thai Health Organization in Kanchanaburi in order to obtain antiretroviral drugs for  the HIV-positive patients in the VITA FOODS factory.
According to the Phamit2 project manager, the Pattanarak Foundation plans to initially focus on HIV testing among migrant worker populations, and then move on to testing for syphilis.
Saw Abow reported to IMNA that after conducting testing in three provinces – Ubonrathani, Kanchanaburi, and Kalasin – Pattanarak medics confirmed 11,000 syphilis cases, signaling a serious need for sex/STI- related education in all three regions.
The Pattanarak Foundation, which is run under the Phamit2 program, is supported by Global Fund in its fight against HIV/AIDS and syphilis within disadvantaged populations in Thailand. The foundation is also involved in community development, culture heritage preservation, and environmental conservation.

Good day sir or ma'am,

I am a Buddhist monk from the Philippines, and I have HIV.  My preceptor has requested that I attend the International Theravada Buddhist Missionary University in Yangon and I'm currently seeking information on HIV treatment and awareness in the country.

I've read the posts made a couple of years ago regarding the HIV situation in the country (that is where I found your email address), and I must say that I'm a little afraid to trust the system there to provide me with ARV treatments and the necessary regular checkups and lab tests.  And for a monk, travel to/from the Philippines every 3 months would be very difficult as this is a Catholic country and there are very few Buddhist devotees to help. 

Can you give me an update on the situation there?  Or perhaps some online resources where I can research this concern for myself?

Monks aren't supposed to admit this, but I am a little afraid to spend too much time out of the Philippines because of the situation you described in Myanmar.  It breaks my heart that too many people are going without treatment for so many reasons, and it seems to me that this situation is going unnoticed by the global community.  This troubles me.

As for my own situation here, I am covered under the national health insurance plan which covers my necessary checkups and ARVs.  Perhaps it would be in my best interest to find a devotee here who would be willing to mail my ARVs to me?

The global community knows the problems in Myanmar.  Many people post in Youtube website.  The Nobel peace prize winner Aung San Suu Kyi even ask for the help to global community.  There is Global fund, 3D fund in Myanmar.  These are like NGOs to distribute ARV medications in Myanmar, but supply for the medication is just a bit compare to the amount of people who need this medication.  If you read my blogspot, you will understand more.  After you read one page, you can click on "older post" then read the next page.  Click again at "older post" which you can see at the bottom of that page and read the next page and so on.  Some posts are written in Burmese, but many posts are written in English.  Our posts contain the problems in Myanmar, in Thailand, in Cambodia, in the Philippines, etc.

I don't know any HIV positive monk personally, but it is possible for a monk to have HIV too of course.  In Myanmar, people are not open type or they keep it as a secret because they fear that people may ignore them or boycott them.
